Is COVID19 a Good Enough Reason to Require Communion in the hand?

In the article linked here, a Roman canon lawyer reproduces a letter of July 24, 2009 from the Congregation for Sacraments and Divine Worship.

The letter officially answers a query from a Catholic submitted during the ‘swine flu’ pandemic that killed around half a million people worldwide.

The query was whether, under those circumstances, bishops and/or priests had the right to deny Communion on the tongue to the faithful with the intention of reducing the risk of contagion. 

The Congregation’s answer was negative, and, as we can see below, the writer was assured that the relevant local church authorities would be notified of this decision.
